Franklin Paul is a Senior Monitoring, Evaluation and Learning Manager at Restless Development, with over 11 years of experience in development programs and youth training. He is an innovative thinker who is passionate about youth development, research, monitoring and evaluation studies. He has a rich experience of working with diverse youth in India and training youths and NGOs in India and abroad. Franklin is skilled in building relationships, coming up with out-of-the-box ideas and creating a positive change in the place he works in. He is a non-linear thinker, all about building momentum and making things happen by getting the right people excited and on-board. He is also eager on linking technology to the work he is involved with. Currently, Franklin is the MEL Lead for the Restless Development India Country operations and for the Global agency's Development Alternative Programme. His responsibilities include developing the overall framework for the project's M&E systems, documenting project performance against the work-plan, developing learning cycles, facilitating state-of-the-art knowledge management practices, and generating effective youth-led monitoring tools and approaches. He also generates monthly indicator reports and tracks progress against key indicators. In his past roles at Restless Development, Franklin has spearheaded evaluations, research, sharing and learning internally and externally. He has also managed unit staff, unit and built capacity, provided technical support in Programme Strategy development informed by Evidence based learning, and been part of Restless Development India's Management Committee. Franklin holds a Master of Social Work (M.S.W.) degree in Community Development from Sacred Heart College and a Bachelor's degree in Microbiology, General from V.P. & R.P.T.P. Science College. He is a Research Scientist and has experience in testing.
