William Liu is a highly skilled and experienced Peace Corps Volunteer with expertise in business and IT. He has an impressive track record of teaching technology classes to NGOs, schools, and businesses in the Kingdom of Tonga. William is the founder of the first computer center in Ha’apai and has also established a library with over 10,000 donated books. Prior to his work with the Peace Corps, William served as a Data Analyst at the Regional Task Force on the Homeless in San Diego City and County. Here, he collected and generated reports on homeless shelters and services, designed reports, monitored data quality, and analyzed trends. He also provided database administration and technical training to case managers and assisted in creating a data warehouse used to renew San Diego's HUD funding. William's experience also includes working as a Business Analyst at Rady Children's Hospital, where he used data to help make decisions for business development and customer call center improvements. He analyzed hospital market share, patient experience surveys, and identified trends, planned, coordinated, and managed software implementations for the call center, and helped design and implement the 'Find a Doctor' website that reduced calls by 1/3. William holds a Bachelor of Science degree from DeVry University and has over 15 years of relevant experience in software engineering, data engineering, Spark, Apache Airflow, testing, Docker, ETL, SQL, JavaScript, NoSQL, integration, web, Django, and AngularJS. He is a highly motivated and dedicated individual with a passion for using technology to make a positive impact on communities.
